Better laws on mental health and maternity in 2016 but still no comprehensive health policy

India’s healthcare received a huge jolt in 2015 with substantial budget cuts in the BJP-led government’s first full budget, In 2016, healthcare spending was marginally increased Rs 31,965 crores to Rs 33,282 crores. However, this rise, experts felt, was notional and that the allocation was actually lower than 2014-15 budget for health. 
India’s health budget stands at 1.3% of the Gross Domestic Product, lower than Nepal.Not unexpectedly, the Rajya Sabha Standing Committee that put out a series of scathing reports on the running of the health sector, on budgetary allocations for the National Health Mission, for Ayush and for medical research. One of the most critical reports relates to Medical Council of India, which said that the council had failed in its mandate to provide quality medical education, and instill ethics among doctors in the country. The Niti Aayog considered the recommendations and released a draft replacing Medical Council of India Act, which also has its set of problems.In June, the union government’s decision to allow up to 74% foreign direct investment in pharmaceutical companies through the automatic route. This move, somefelt, could threaten competition and cripple an industry that supplies low-cost, generic drugs in the country. The government’s new and more felxible guidelines for clinical trials is, int he meanwhile, being percieved as apro-industry move that does not adequately safeguard the subjects of trials.
Year of legislations

It was also a year of health legislations and possibly more health-related laws were passed in Parliament than any other year. In August, the Rajya Sabha passed amendments to the Maternity Benefit Act, 1961, increasing the period of maternity leave from 12 weeks to 26 weeks or more than six months. The amended law also mandates that a company have a creche if they have more than 50 women employees. However, the law was only applicable to organised sector, leaving out nearly 96% of the women in the unorganised sector, expertsopined. In the same session, the Rajya Sabha also passedthe Mental Health Care Bill, 2013, that recognised the rights of mentally ill people to affordable and quality healthcare. The bill provides a detailed and extensive definition of mental illness than the present law. Both the Maternity Benefit Act and the Mental Health care bill are yet to be passed by the Lok Sabha.In August, the Union Cabinet also cleared the Surrogacy (Regulation) Bill, 2016 which banned all commerical surrogacy to couples, and only permitted surrogacy to infertile Indian couples who could find a surrogate among their relatives. This legislation evoked very strong reactions from the public health community. The industry is exploitative but what about the rights of women who earn their livelihood becoming a surrogate mother, some asked.In October, the cabinet also cleared amendments to the HIV and AIDS (Prevention and Control) Bill, 2014. While looking to address issues related to discrimination of HIV positive people, the Bill puts the onus on the government to provide treatment only “as far as possible”, a term that has worried the 21 lakhs HIV positive people in the country who depend on the government to provide free treatment for them for life. The bill is yet to be cleared by the Parliament.The only Bill that was cleared by both houses of Parliament was the amendment to the Disability Act, 1995. The amendments to Act expanded the definition of disability to include 19 more conditions, increased the reservations in governemnt employment for disabled people from 3% to 4%.Also, early this year, despite much opposition from tobacco farmers lobby and the industry lobby, the government successfully enforced 85% of graphic health warnings on tobacco packs. With this, India has jumpedin global rankings on size of tobacco pictorial warnings to the third position, having previously been at 136.

Policies still in limbo

Despite these legislations, it is not clear why the National Health Policy, framed in 2015, still remains a draft. The policy has to be cleared by the cabinet and has been pending for two years. The document, experts opine, is an improvement on the previous policy document of 2002. It speaks of universal healthcare and aims to provide health services to people as an entitlement.There are other pro-industry moves made by the government, which may increase price of healthcare significantly. The government plans to overhaul the National Pharmaceutical Pricing Authority that fixes the price for essential medicines.So, while the year has seen many legislations that could help improve lives of some, there is no sign of a health policy that will increase access to all Indians

Nine dead, several others trapped under debris in Jharkhand mine collapse



Coal India Limited officials have set up a high-level committee to enquire into security lapses by the private mining developer.

In one of the worst mining accidents in recent years, at least nine workers have died and several others remain trapped under debris in Eastern Coalfields Limited’s Rajmahal mines in Godda district, Jharkhand. The accident occurred around 7.30 pm on Thursday, when a mound of piled-up earth at the Pahari Bhorya site caved in and the workers were buried under massive amounts of debris.

The mine was an open-cast one. In open-cast mining, large pits are dug to access the coal seam. The excavated earth is piled up on one side of the mine.More than 20 workers were trapped under 200 feet of debris when the debris removed at the open-cast mine collapsed on Thursday evening.“This overburden dump, a huge landmass that had been dug up earlier and measured over a hundred feet high, collapsed, burying the workers and the machines at the site,” said Varun Varghese, the spokesperson for Eastern Coalfields Limited.Several workers were feared trapped under the 200 feet of debris on Friday afternoon.Arvind Kumar, district collector of Godda, said workers at the mine had put the number of those present at the site when the accident occurred at 22. “Rescue operations are still on. 

I am unable to independently confirm the number of persons who may still be trapped,” said Kumar, who was supervising the rescue efforts at the site.Varghese said 10 machines – excavators and dumpers – were at work when the accident took place. One to two workers were assigned per machine. Two dumpers were driven away when the overburden began to slide.The superintendent of police of Godda, HL Chauhan, told news agencies that rescue operations started at 6 am on Friday. Varghese denied that rescue work was delayed because of fog at the mine site at night. “Rescue operations started late last night itself,” he said. “Two technical directors reached the site at 2 am from West Bengal to monitor the rescue operations. 

”Mahalaxmi Infra Contract Pvt Limited, a mining contractor, was carrying out mining operations on behalf of Eastern Coalfields Limited, a subsidiary of Coal India Limited, a public sector company. Mahalaxmi had hired the workers – the majority of whom were migrants – to work as operators on contractual basis at the Pahari Bhorya site.Five of the nine dead have been identified as Nageshwar Kumar, Rajendra Yadav and Harekrishna Yadav, from Bihar; Brajesh Yadav from Uttar Pradesh; Javed Akhtar from Garhwa district in Jharkhand.Rahul Guha, director general of mine safety at Coal India Limited, said a survey team had reached the site on Friday from Dhanbad.

 “It is a bench slope failure, comparable to a landslide of debris at the site,” he said. “This was an outsourced patch, where a private mine developer was engaged. We have set up a high level committee to enquire into what caused the accident.”A senior official with Coal India Limited in Ranchi who declined to be identified said such accidents could happen if the debris, or overburden, lying over the coal seams was not spread out properly. “Open-cast mining requires a right balance to be maintained of the overburden’s slope,” he said. “The material removed to expose the coal must be spread over a sufficiently large base. If this is not done, the slope may be too steep and vertical and creates a risk of collapse such as in this case.Jharkhand chief minister Raghuvar Das has announced Rs 2 lakh compensation for the families of those killed in the collapse and Rs 25,000 aid to the injured..

US imposes sanctions on Russian intelligence agencies in retaliation to election hacking



The Kremlin has promised an adequate response to the actions taken by the Barack Obama administration.

The Barack Obama administration on Thursday expelled35 suspected Russian spies and imposed sanctions on two Russian intelligence agencies in retaliation to the Kremlin hacking into accounts of Democratic Party organisations and its candidates in the run up to the 2016 United States presidential elections. The US believes the breaches were orchestrated by Russian forces under the direct instructions of President Vladimir Putin, reportedReuters.President Barack Obama, who is on vacation in Hawaii, said Russia’s actions should alarm all Americans. “These actions follow repeated private and public warnings that we have issued to the Russian government, and are a necessary and appropriate response to efforts to harm US interests in violation of established international norms of behaviour,” he said.The Kremlin has promised adequate retaliation for the US’ actions. Moscow has also asked whether the new sanctions had the approval of the US President-elect Donald Trump, who has been a vocal supporter of Putin. Trump will take oath of office on January 20.Russia has denied involvement in the hacking, which has led to the release of more than 20,000 emails and documents by WikiLeaks. IIT-Madras websites hacked, messages praising Pakistan posted on them, say reports

Several websites managed by the Indian Institute of Technology-Madras were hacked on Wednesday. 
The website of the central library and six other departments were breached and messages praising Pakistan were posted on them, reported IANS.A few students and alumni of the institution noticed the discrepancy at 5.30 am on Thursday. The websites were restored later in the day. Messages such as ”Pakistan Zindabad” and “You don’t know the power of Pakistan hackers” were seen on the website, IANS added.However, the main website of the institution, www.iitm.ac.in, was not hacked, only those pages that contained information on upcoming conferences and events to be held at IIT-Madras,This may have happened as access has been given to a lot of outsiders to put up content on the website through a password, IIT-Madras director Bhaskar Ramamurthy told.

But tell us, why are you so scared of fighting me?” tweeted Singh.Kejriwal replied, “I am not fighting [the] Punjab elections. So your challenge [is] hollow. We are fighting [the] Badals/Majithia, who sunk Punjab in drugs. And you are fighting us, not them?” Singh demanded an apology from Kejriwal for months of “lies and false personal commitments”.The Twitter war started with Amarinder terming AAP’s Jarnail Singh a “weak candidate” to contest against Punjab Chief Minister Parkash Singh Badal from the Lambi constituency. “Jarnail’s nomination bid from Lambi shows AAP-SAD collusion to ensure Badal’s victor.  The All India Anna Dravida Munnetra Kazhagam on Thursday appointed J Jayalalilthaa’s aide Sasikala Natarajan the party’s new general secertary. The decision was taken at the AIADMK’s general body meeting in Chennai on Thursday, the first one since the death of former chief minister J Jayalalithaa on December 5.O Panneerselvam, who took up the post of chief minister after Jayalalithaa died, was also present at the meeting. He said, “In tune with party rules, honourable Chinnamma is appointed AIADMK General Secretary and a resolution to this effect has been adopted unanimously by the general council.” Natarajan did not attend the meeting.The party had announced on December 15 that it would appoint Natarajan to the top post. AIADMK spokesperson Ponnaiyan had said, “It is the desire of the entire party. Sasikala has functioned as the conscience of Amma [Jayalalithaa].”Natarajan, who lives in Jayalalithaa’s Poes Garden home, is often referred to as “Chinamma” or “little mother”. Several AIADMK officials have been in favour of Sasikala taking charge of the party, though she does not hold an official post at the moment.The party passed a total of 14 resolutions, including a demand to mark Jayalalithaa’s birthday as “National Farmers Day” and have her running for the Magsaysay Award and Nobel Peace Prize.

When Subhash Sarkar retired from his government job in Siliguri, a town in North Bengal, in 2012, he put most of his money in five acres of what appeared to be barren land in Phansidewa block, 15 km away. His plan was to raise a tea plantation there. Four years on, this small estate is helping him recover some of that investment.From such small beginnings, Sarkar has now ventured into tea tourism, adding a banquet area and accommodations to his plantation, which he has named Tea Leaf Resort. And it is doing brisk business.A tea plantation of the same size fetches them at least double the amount if not more, excluding expenses on labour, fertilisers and pesticides.

The rise of 'bromosexual' friendships: Why gay and straight men should bond more



Friendships between homosexual and heterosexual men have always existed, but are gaining more acceptance.

For a long time, friendships between gay men and straight men – what some now call “bromosexual” friendships – were uncommon. Homophobia was likely one reason; another was that straight men probably assumed didn’t they have much in common with gay men.But lately, “bromosexual” friendships have started to receive more attention, acceptance and interest. 
They’re being explored and depicted in moviesbooks and blogs. In October, The New York Times even devoted an article in their Style section to “The Rise of the ‘Bromosexual’ Friendship.”This sort of normalisation is good news. But social scientists still haven’t studied the dynamics of these friendships: why they develop and how they’re maintained.We’re part of a team of community, evolutionary and social psychologists that has recently begun a research program with the goal of studying this very topic. Specifically, we’re interested in looking at the reasons gay men and straight men become friends (or remain friends after the gay friend comes out). We currently have a survey investigation underway that explores some of the positive outcomes of “bromosexual” friendships, including our theory that gay men and straight men can be optimal wing men for one another.

Breaking barriers

Friendships between gay and straight men have always existed. But there have also always been roadblocks to their formation. Many straight men hesitated to befriend gay men, fearing harassment, rejection from their straight friends or being called gay.The growing acceptance of homosexuality, however, has allayed some of these fears.There are still barriers. Gay men – particularly those in conservative and rural environments – remain wary about trying to befriend straight men, fearing prejudice-fueled rejection. At the same time, many straight men still doubt that they’ll be able to relate to gay men in any meaningful way and, for this reason, may not try to initiate a friendship.Of course, the traditional notion that gay men and straight men cannot be close friends is inherently homophobic and untrue. We propose gay-straight male friendships are not only possible, but that they can grow to be extremely rewarding. So rather than focusing on the factors that prevent these friendships, we’ve decided to focus on why they might form and flourish.While it’s still too early for our team to be sure about our theories, here’s what we’ll be exploring in our current and future studies.

New foundations for friendship

In some ways, when it comes to “bromosexual” friendships, the onus is on straight men. If they’re open-minded about befriending gay men and make the effort to try to forge friendships based upon common interests, gay men should feel more comfortable reciprocating.So which straight men are the most likely to befriend gay men, and vice versa? And what determines whether these friendships prosper?.For one, the timing of when these friendships form may be crucial. We know that gay men are now coming out at an earlier age. Gay men who disclose their sexual orientation to their straight male friends earlier in life may be able to build more open and honest friendships with them into adulthood.Second, recent research has argued that gender and sexual orientation might not be as black and white as previously thought, which opens up new avenues for exploring how gay and straight men can relate to one another. If a straight guy and his gay male friend are less rigid about their masculinity and sexuality, they’ll probably be more likely to discuss details about their sexual and romantic lives openly with one another.These discussions are particularly important because they normalize same-gender attraction. Friendships also strengthen when each side discloses personal information, which can include discussing sexual experiences.There’s another factor that could foster “bromosexual” friendships: the ability to give and receive advice from one another. Recent research has suggested that advice sharing could be a crucial reason that straight women seek out gay men as friends. In short, women are able to trust the dating advice from gay male friends because they know their gay friends don’t have any ulterior motives: They’re not trying to hook up with them or compete with them for guys.We believe that this same sort of unbiased advice sharing might also foster friendships between gay and straight men.

The optimal wing men?

Because of the trust they engender from straight women, gay men are uniquely positioned to be excellent “wing men” for single straight men.There’s a prevailing belief that men – regardless of their sexual orientation – are more sexually promiscuous than women. For this reason, women are often wary of their suitors’ true intentions, which could be to deceive themin order to have sex.The increasing popularity of dating websites and apps (which are rife with unwanted sexual advances from “nice guys”) has made women more skeptical – and has made it that much harder for men genuinely seeking long-term relationships.However, straight women do tend to trust the dating advice of gay men (especially more than advice from straight men or women). Accordingly, straight men could get a leg up in dating from becoming close friends with gay men. For example, a gay friend could vouch for his straight friend’s good intentions to women. A straight wing man wouldn’t be able to perform this tactic as successfully because the woman might be skeptical of the straight wing man’s own intentions – which could be to woo the woman for himself.Straight men who are comfortable with their sexuality may also act as wing men for gay male friends. Just as a gay man might be able to pass on advice about women to his straight friend, a straight man could connect his gay male friend with another desirable gay man, since neither the gay man nor his straight friend are competing for the same person.We believe that having a trustworthy confidant to help with romantic pursuits is one of the major reasons straight and gay men are leaving the comfort of their same-sex, same-orientation friend groups to form “bromosexual” friendships.
